Support and advocacy a comprehensive reform of the network of cultural institutions (2026)
The project will initiate the implementation of the Institutional Reform in the cultural sector. It aims to promote the liberalization of cultural institutions’ activities and to establish an expert community to support the next stages of the reform.
January 2026 – August 2026
About the project
The Institutional Reform (or Comprehensive Reform of the Cultural Institutions Network) covers key areas of development of the public cultural sector in Ukraine and includes three components: reform of operational activities, reform of the funding system, and institutional reform. The reform design was developed by RES-POL project experts in 2024–2025. Its implementation envisages five stages covering the period from 2025 to 2040. Some of these stages have already been incorporated into the Culture Development Strategy of Ukraine until 2030 as “Operational Goal 2: Institutional Reform of Cultural Institutions” and include six tasks.
As part of the project, we will conduct research and prepare analytical materials that may serve as a foundation for implementing the initial stages of institutional reform.
Expected project results:
- Developed models of baseline, institutional, and program-based funding for Ukrainian cultural institutions;
- Materials supporting the implementation of the institutional reform — the Concept for the Pilot Institutional Reform in the Museum Sector; the Pilot Programme for Institutional Development Funding; an analytical paper on the functions of public cultural institutions;
- Formation of an expert community ready to support the reform implementation;
- Advocacy activities: presentations and discussions;
- Two explainers on the non-commercial state-owned company as a new organizational and legal form for cultural institutions, and on the transformation process.
The project is intended to gradually drive practical changes in the operation of Ukrainian cultural institutions, encouraging the professional community to implement the next steps of the reform.
The project is implemented by the NGO “Center for Regional Development” of the PPV Economic Development Agency with the support of the Askold and Dir Fund as a part of the the Strong Civil Society of Ukraine — a Driver towards Reforms and Democracy project, implemented by ISAR Ednannia, funded by Norway and Sweden.
